If you need to cut small-diameter, thin-wall plastic tubing, a swing-type cutter with a wheel might be overkill.  The Model 342 ratcheting shears from Beta Tools are designed to easily cut plastic tubing up to 1 5/8" (42mm) outside diameter.  
The ratcheting mechanism gives you a mechanical advantage, requiring less hand strength than single-pull shears do.  Each squeeze of the plier-type handles brings the blade jaw down a little closer to the anvil jaw.  The ratchet releases when the tubing is cut, but a manual release lets you abort the cutting operation.  The blade is easily replaced when it gets dull or damaged.  Measures 200mm (7 7/8") long overall.  Weighs 503g (1 lb 2 oz).  Beta orange with black handles. The model number is cast in raised numbers on the anvil jaw.
